(District Entries Due: Monday, September 28
Entries: Each school shall be permitted to enter one entry in #1 Singles, one entry in #2 Singles, one entry in #1 Doubles and one entry in #2 Doubles. Date: Friday, October 9
District Assignments: Class B schools will be divided into 4 geographical districts using an 8- person bracket. The tournament will be seeded by a meeting of participating coaches.
Persons appointed District Directors by the NSAA shall be responsible for the administration of the meet to include: facility costs, tournament balls and all pertinent costs in hosting the tournament.
Directors may charge admission or assess a district entry fee to the participating schools to cover those tournament administrative costs.
State Qualifiers: The top 3 finishers in each division [#1 Singles, #2 Singles, #1 Doubles, #2 Doubles] at each district will qualify for the State Meet.
District Awards. A championship and runner-up team plaque will be awarded at each district.
Individual medals will be presented to the first, second and third place finishers in each division.
Class B: Schools are to report on Thursday, October 15 at 1:00 P.M. First-round match assignments will be announced, and play shall commence as courts become available..
Inclement Weather. In case of inclement weather, matches will be moved indoors. Class A schools shall report
to the Harry & Gail Koch Family Tennis Center at Tranquility Park at 7:30 A.M. and Class B schools at
1:00 P.M. Instructions will be given at that time.)
1. CLASS B TENNIS DISTRICTS WILL BE ELIMINATED STARTING WITH THE 2010-2011 SEASON.
2. ALL CLASS B SCHOOLS WILL SEND #1 SINGLES, #2 SINGLES, #1 DOUBLES, #2 DOUBLES ENTRIES TO THE STATE TOURNAMENT.
3. THE SEEDING COMMITTEE WILL CONTINUE TO SEED THE TOP TWELVE ENTRIES IN EACH DIVISION.
4. THE CLASS B TOURNAMENT WILL RETURN TO LINCOLN, AND THE CLASS A TOURNAMENT WILL STAY IN OMAHA.


The section/paragraph/sentence that needs to be added/deleted/changed would read as follows:
1. Class B tennis districts will be eliminated starting with the 2010-2011 season.
2. All class B schools will send #1 singles, #2 singles, #1 doubles, #2 doubles entries to the state tournament.
3. The seeding committee will continue to seed the top twelve entries in each division.
4. The class B tournament will return to Lincoln, and the Class A tournament will stay in Omaha.
Cost Analysis of Proposal:
1. The NSAA will go through the normal negotiations process of securing sites for state tennis. (It should be noted that the Woods Tennis Center has indicated they would provide their courts at no charge to return the Class B tournament to Lincoln).
2. Class B schools would be saved the expense of hosting and traveling to district tennis sites.

Rationale for the proposed change:
In recent years, the reason the state tennis tournament was the biggest stage for high school tennis was because it included all the teams. Limiting the number of entries through district play made the state tournament smaller than some regular season tournaments this year.
The indoor facilities in Omaha that are used in case of inclement weather are not adequate for the number of matches scheduled on either day of the tournament when Class A and Class B are combined.
The crowded conditions at the indoor facility in Omaha for the 2009 Boys State Tennis Tournament made it impossible for players, parents, coaches, teammates and other spectators to safely watch matches played indoors.
In previous years, when the Class A and Class B tournaments were held at separate sites. There were only sixteen matches scheduled for the second day of the tournament.
This year - With both classes in Omaha, there were 32 matches scheduled for the second day of the tournament (semifinal matches in all four divisions for both classes followed by the consolation and championship matches for both classes). When rain forced the tournament inside on the second day, these 32 matches had to be played on the eight indoor courts.
When Class A was the only Class in Omaha, there were only 16 matches scheduled, and the 8 indoor courts were enough.

Combining Class A and Class B in Omaha doubled the number of matches scheduled and caused significant delays for all matches. This was particularly difficult for the out-state teams in Class B.
Since inclement weather can not be predicted, and since there are not adequate facilities to host the tournament indoors at ONE SITE, we need to go back to splitting the tournament to TWO SITES for the best results.
