The proposal deals with:
Activities Manual: Softball  Page: 11
The section/paragraph/sentence indicates what is to be added/deleted/changed to the current Bylaw/Approved Ruling:
ADDITIONS are in all capital letters. (Changes/Deletions are in parentheses.)

All Class A, B, C schools in softball are to be placed into seven districts. All districts will be determined by a serpentine method (not modified), based upon the NSAA wild-card point system, within one week prior to the first district competition.

(Class B and C district assignments are based on geographic location starting west and moving east with consideration also given to north and south to reduce travel.)
The section/paragraph/sentence that needs to be added/deleted/changed would read as follows:
All Class A, B, C schools in softball are to be placed into seven districts. All districts will be determined by a serpentine method (not modified), based upon the NSAA wild-card point system, within one week prior to the first district competition.
Cost Analysis of Proposal:
Without knowing the geographic location of the impacted schools and how the wild-card point standings would project for next year it is difficult to accurately forecast the financial impact of this proposed change.
Rationale for the proposed change:
Lincoln Southwest Coach headed up the NCA Softball Advisory Committee and was asked to write and submit this proposal. The rationale is to try and get the best teams at the state tournament as was the case in Class A this year as the top eight teams ranked by wild-card points filled the state tournament field.
