3.11.3 - BOYS AND GIRLS BOWLING 3.11.3.1 - BOYS AND GIRLS BOWLING SHALL BE CONDUCTED DURING THE WINTER SPORTS SEASON. 3.11.3.2 THE BOWLING SEASON SHALL BEGIN WITH THE FIRST DAY OF PRACTICE AS PERMITTED BY NSAA RULES, AND END WITH THE STATE TOURNAMENT. 3.11.3.3 DISTRICT AND STATE COMPETITION TAKES PLACE FOLLOWING THE COMPLETION OF THE REGULAR SEASON. 3.11.3.4 - NO STUDENT SHALL PARTICIPATE IN MORE THAN FIVE GAMES OF COMPETITION AGAINST THE SAME OPPONENT ON THE SAME DAY. 3.11.3 - Boys and Girls Bowling 3.11.3.1 - Boys and Girls bowling shall be conducted during the winter sports season. 3.11.3.2 The bowling season shall begin with the first day of practice as permitted by NSAA rules, and end with the State tournament. 3.11.3.3 District and State competition takes place following the completion of the regular season. 3.11.3.4 - No student shall participate in more than five games of competition against the same opponent on the same day. The exception to this rule would occur during District and State competition, if the double-elimination format is used to determine the champion.
| Cost Analysis of Proposal: The bowling program we propose has operated for seven seasons with funds generated by team booster clubs. The expectation is that this funding method would continue with NSAA recognition. Additionally, there is no maintenance or facility fee and there are no fees for referees or officials as none exist in the sport.
Financial impact on the NSAA would be as follows:

NSAA Expense Catestrophic insurance premium, taken from 8% of the gross gate receipts from admission charged at district and state events.
Here is a breakdown of the costs for fielding a bowling team with seven players for twelve weeks of competition and practice:

*Each bowling center has equipment availablefree of chargefor any student athlete that requires it. The equipment costs are primarily for teaching and training aids.
**Boys and Girls teams compete at the same time and venue minimizing transportation costs. Meets are scheduled on Saturday in a double-dual format. Four schools are present, each team bowling two duals during the afternoon.
*** The Nebraska High School Bowling Federation, in cooperation with the Nebraska Bowling Proprietors Association, has a contract in place with bowling establishments across the state, which will allow schools to use bowling facilities free of charge for three years following the implementation of high school bowling.
****A salary range is offered because a coach may also be assigned for both teams if so desired. It is also possible a non-district employee, with proper NSEA coaching credentials, may be hired.
| Rationale for the proposed change: 1. 902 boys and 670 girls participate in bowling clubs, representing 89 high schools across Nebraska in 2008-2009. 2. During the 2008-2009 season, 89% of participants in Nebraska High School Bowling Federation (NHSBF) competition were not involved in ANY other varsity sport activity at their school. Bowling provides an opportunity to connect schools with students otherwise not involved in extracurricular activities. 3. Bowling provides opportunities for athletic competition for students who may not have the ability to compete in other sports. Students are able to be highly competitive regardless of age, size, strength, or gender limitations. 4. No officials are needed for oversight. 5. Bowling proprietors across the stateas part of the Nebraska State Bowling Proprietors Association (NSBPA)have agreed there will be no alcohol consumption allowed in the bowling center during sanctioned high school competition. A signed agreement by the NSBPA is available upon request. 6. The NSBPA has also agreed there will be no lineage cost to schools for either practice or competition for a period of three years from the first date of sanctioning. A signed agreement by the NSBPA is available upon request. 7. There are currently 20 states that offer high school varsity bowling, including neighboring states of Iowa and Kansas.
