1. Class A schools are the 32 largest schools playing [girls/boys] golf and are assigned to four EIGHT TEAM districts.
2. All 32 Class A schools were assigned to four districts using (a modified serpentine method with enrollment as the main means of assignment. The largest school was placed in District 1, the next largest in District 2, the next largest in District 3, the next largest in District 4, the next largest back in District 1, etc., until all 32 schools were assigned. WINNING PERCENTAGE BASED ON TOURNAMENT PLAY DURING THE YEAR. HIGHEST WINNING PRECENTRAGE IN TURNAMENT PLAY WILL BE PLACE DIN DISTRICT 1, THE NEXT HIGHEST WINNING PERCENTAGE WILL BE PLACED IN DISTRICT 2, NEXT HIGHEST PERCENTRAGE DISTRICT 3, NEXT HIGHEST PERCENTAGE DISTRICT 4 AND THE NEXT HIGHEST PERCENTRAGE DISTRICT 4 AND THE NEXT HIGHEST PERCENTAGE DISTRICT 3. CONTINUE USING THE SERPENTINE METHOD, UNTIAL ALL SCHOOLS ARE ASSIGNED.
3. (All four Class A Districts have eight teams in each district.) TOURNAMENTS THAT WILL COUNT TOWARDSD THE RECORD/WINNING PERCENTAGE ARE TOURNAMENTS THAT HAVE 5 OR MORE TEAMS THAT ARE PLAYED BY WEEK 11 GIRLS AND PLAYED BY WEEK 43 BOYS. RESULTS OF TOURNAMENTS WILL BE SENT TO THE NSAA BY EACH HOST SCHOOL. IF YOU HAVE AN 8-TEAM TOURNAMENT THE RECORDS FOR THE TEAMS WOULD BE: 1ST PLACE 8-0, 2ND PLACE 7-1, 3RD PLACE 6-2, AND SO ON.
4. TO QUALIFY FOR SEEDING, EACH SCHOOL MUST PLAY IN A MINIMUM OF 3 TOURNAMENTS [REGARDLESS OF CLASS]. IF A SCHOOL DOES NOT QUALIFY FOR SEEDING, THE NSAA WILL ASSIGN TEAMS BY ENROLLMENT LARGEST SCHOOL TO SMALLEST SCHOOL USING THE SERPENTINE METHOD IN THE REMAINING SPOTS IN EACH DISTRICT.
5. TEAM RECORDS WILL BE CONVERTED TO WINNING PERCENTAGES AT THE END OF WEEK 11 FOR GIRLS AND WEEK 43 FOR BOYS. THE NSAA WILL SEED THE DISTRICT TOURNAMENT.
6. DISTRICT HOSTS WILL BE THE HIGHEST SEEDED TEAM. IF THAT TEAM CANNOT HOST, THE SECOND SEED WILL BE OFFERED AND SO ON UNTIL A SCHOOL AND COURSE IS FOUND. THE DISTRICT COURSE CANNOT BE THE STATE COURSE.
The section/paragraph/sentence that needs to be added/deleted/changed would read as follows:
1. Class A schools are the 32 largest schools playing girls/boys golf and are assigned to four, eight team districts.
2. All 32 Class A will be assigned to Four Districts using a winning percentage based on tournament play during the year. Highest winning percentage in tournament play will be placed in District 1, the next highest winning percentage will be placed in District 2, next highest percentage District 3, next highest percentage District 4, next highest percentage District 4 and the next highest percentage District 3. Continue using the serpentine method, until all schools are assigned.
3. Tournaments that will count towards the record/winning percentage are Tournaments that have 5 or more teams that are played by Week 11 girls and played by week 43 boys. Results of the tournaments will be sent to the NSAA by each host school. If you have an 8 team tournament the records for the teams would be: 1st place 8-0, 2nd place 7-1, 3rd place 6-2, and so on.
4. To qualify for seeding, each school must play in a minimum of 3 tournaments (regardless of class). If a school does not qualify for seeding, the NSAA will assign teams by enrollment largest school to smallest school using the serpentine method in the remaining spots in each district.
5. Team records will be converted to winning percentages at the end of Week 11 for girls and Week 43 for boys. The NSAA will seed the district tournament.
6. District hosts will be the highest seeded team. If that team cannot host, the second seed will be offered and so on until a school and course is found. The district course cannot be the State Course.
Cost Analysis of Proposal:
1. NSAA will have to invest time to figure out percentages.
Rationale for the proposed change:
1) This method allows for a better balance of competitive teams at the district level.
2) This will avoid stacked districts or eliminate weak districts and allow the best teams to qualify for the state meet.
3) Reward season play with seeds at districts.
3) Seeding will be done by competition as opposed to school enrollment. It will bring golf in line with other Class A sports: Volleyball, G/B Basketball, Softball, Baseball, G/B Soccer.
