PROPOSAL FOR CHANGE IN NSAA REGULATIONS| Proposal Generated by Chuck Johnston, Papillion-La Vista, School Access Code, District 2 | | This proposal was submitted on: Nov 02, 2009 | | This proposal is submitted by: | | Name: Chuck Johnston | | School: Papillion-La Vista | | NSAA District: 2 | | The proposal deals with: | | Activities Manual: Boys/Girls Golf Page: 16 | The section/paragraph/sentence indicates what is to be added/deleted/changed to the current Bylaw/Approved Ruling: ADDITIONS are in all capital letters. (Changes/Deletions are in parentheses.) (2. All 32 Class A schools are assigned to four districts using a modified serpentine method with enrollment as the main means of assignment. The largest school is placed in District 1, the next largest in District 2, the third largest in District 3, the fourth largest in District 4, the fifth largest back in District 1, the sixth in District 2, etc., until all 32 schools were assigned.) CLASS A SCHOOLS WOULD BE ASSIGNED TO DISTRICTS BASED ON THE FOLLOWING MODEL A. EVERY SCHOOL WOULD HAVE TO POST THEIR VARSITY AND JV TOURNAMENT SCHEDULES ON THE NSAA WEBSITE. B. ONLY VARSITY TOURNAMENTS LISTED ON THE VARSITY SCHEDULE WOULD COUNT TOWARD THE DISTRICT RANKING. C. EACH HEAD COACH WOULD BE RESPONSIBLE FOR REPORTING THEIR SCORES TO THE NSAA WEBSITE. THE SCORES WOULD LIST ALL OF THE GOLFER’S SCORES AND THE FINAL TEAM SCORE. THIS WILL HELP VERIFY HOW MANY EVENTS EACH GOLFER HAS PLAYED IN. D. FOR BOYS, THE FRIDAY AFTER THE CAPITAL CITIES WOULD BE THE DAY THAT THE DISTRICT POINTS WOULD BE FINALIZED. FOR GIRLS, THE MONDAY TWO WEEKS PRIOR TO DISTRICTS WOULD BE THE DAY DISTRICT POINTS WOULD BE FINALIZED. THE FORMULA USED TO FIGURE THE DISTRICT RANKING POINTS WOULD BE THE COURSE RATING MULTIPLIED BY FOUR (SUBTRACT THIS TOTAL FROM YOUR TEAM SCORE). FOR EXAMPLE, IF YOU PLAYED IN THE BELL WEST INVITE AT WILLOW LAKES, YOU WOULD TAKE 73.5 X 4 = 294. IF YOUR TEAM SHOT A 320, YOUR SCORE DIFFERENTIAL OR DISTRICT RANKING WOULD BE 26. THE SCORE OF EVERY TOURNAMENT WOULD BE ENTERED AND EACH SCHOOL WOULD HAVE A SCORE DIFFERENTIAL AVERAGE AND THEY WOULD BE RANKED ACCORDINGLY. THE NSAA WOULD THEN SERPENTINE THEM TO DECIDE THE DISTRICTS.
| The section/paragraph/sentence that needs to be added/deleted/changed would read as follows: Class A schools would be assigned to districts based on the following model A.
| Cost Analysis of Proposal: none | Rationale for the proposed change: Currently districts are based on population. The problem is that each year, several good teams and individuals tend to be in one “loaded” district while other districts tend to be “weaker”. This system will create a state championship with the best golfers/teams competing, just as the NSAA has done with other sports where districts are now seeded. With everyone posting their scores on the NSAA website it would be very similar to football, volleyball, softball and basketball as far as using the current year’s scores and contests to determine how the districts should be aligned. The other issue that needs to be addressed is the accountability of the golf programs. If you look on the NSAA website, golf schedules are rarely posted. If we have a limit of 12 contests per individual, how is that being policed right now? This proposal will address both of these concerns and also make golf more in line with the other NSAA activities. |
